Audio and video carry no searchable text until they are transcribed. Transcription is billed per minute and is only ever run because a client asked for it, nothing here starts until an administrator authorizes the cost.

What we have spent
Charged is what the provider actually billed. Committed is authorized work that has not been charged yet, money already agreed to, and the reason a bill can arrive larger than the last report suggested.
